The EU supports global action to tackle these emissions and has put in place EU-wide data collection measures. Once shipping is included in the EU ETS, voyages from 2022 onwards falling within the remit of the scheme will carry an additional cost – the cost of emitting CO2. Parties engaged in shipping touching the EEA will also carry an additional regulatory risk – that of exceeding their permissible level of emissions. Parliament wants maritime transport to be more ambitious and believes ships of 5000 gross tonnage and above should be included in the EU Emissions Trading System (ETS). However, MEPs say that market-based emissions reduction policies are not enough and request that shipping companies reduce their annual average CO2 emissions per transport unit for all their ships by at least 40% by 2030. In July the Environment Committee included CO2 emissions from the maritime sector in the EU Emissions Trading System (ETS) and set a new target of 40% reduction in shipping CO2 by 2030. In efforts to protect the environment, the European Union has also launched the European Green Deal.

Syftet med handelssystemet är att på ett kostnadseffektivt sätt minska koldioxidutsläppen från fossila bränslen. The EU ETS has been described as a “regional” system, but bringing international shipping into that system using the MRV scope would regulate the operation of ships on several of the world’s seas and oceans, including on the high seas and in waters adjacent to non-EU nations, it explained. Faïg Abbasov, shipping programme manager at Transport & Environment (T&E), said: ‘The Parliament is tired of inaction in the face of steadily rising shipping emissions.
